Program Specialist

Assists the Associate Chief of Staff for Education (ACOS/E) in the systematic planning, implementation, administration, integration, coordination and evaluation of the academic affiliations and other programs impacting health professions trainees within the Salem VAMC. Directly influences a substantial numbers of VA employees, as well as clinical training experiences for over 800 trainees annually from nearly more than 70 academic affiliates. Works collaboratively and individually with multidisciplinary staff that include program directors from Medicine Service, Surgery Service, Primary Care, Mental Health Service, Nursing, and all Associated Health training programs. Ensuring the medical center effectively coordinates and monitors program compliance for multiple professional and academic accrediting bodies such as American College of Graduate Medical Education (ACGME). Maintains knowledge of statistical and database software (i.e., SAS, SPSS) to set up databases for data analyses, design and implementation of research, including study design, sampling, recruitment, retention, database management, and data collection. Utilizes independent judgment in making decisions that affect a range of affiliation staff, trainee activities, allocation of resources, development of policy and standard operating procedures, and affiliations-based programming across the Salem VAMC. Demonstrate expert level understanding of policies and regulations relevant to multiple clinical and affiliation accreditation requirements. Ensures effective and ongoing collaborative working relationships with these program offices and entities. Prepares budget requests, stimulates the appropriation of fiscal support (including research grants and scholarly requests for funding from VA academic, program, and research offices, acts as a liaison between program departments at the national, VISN, and facility level (including the Salem VAMC). Assists in preparing budgetary plans, and provides ongoing advice and assistance to program managers and directors to maintain fiscal requirements. Knowledge of a wide range of concepts, principles, and practices pertaining to design and implementation of scholarly-level research, including study design, sampling, recruitment, retention, database management, and data collection. Analyzes, evaluates and advises on issues to help improve the effectiveness of the Salem VAMC's Physician Resident, Associated Health Trainees and all associated faculty to the trainee programs. Provides complex evaluation and understanding of varying systems using systems analysis. Performs other directly related duties as required. Activities may require the ability to travel. The selectee may be promoted to the full performance level GS-11 without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
coordinating and tracking data, prepares a variety of reports, generate data, and correspondence, experience utilizing different computer software to gather, review, input, update, access, organize, process, and maintain information, keep management updated on surveys and internal audits. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) . OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Specialist position to meet the experience requirements for the GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
